As Intel Chief Executive Craig Barrett received a lifetime achievement award Wednesday night, he used the podium to deliver a stinging rebuke of Washington politicians and offer a tech-policy agenda for the newly re-elected Bush administration to consider.

Speaking to an audience at the annual Semiconductor Industry Association dinner in San Jose, Barrett accepted the Robert N. Noyce Award for his four decades of contributions to the chip industry. Then he let loose in a speaking style that alternated between the stern and folksy.

``None of the presidential debates focused on key issues such as research-and-development funding or physical-sciences education,'' he said. ``Neither candidate put forward a definitive policy.''

The United States, he said, must focus on improving science and math education, spend more on research and development and develop technology infrastructure such as broadband.

He noted with pride how the chip industry fought off Japanese competitors in the 1980s with a combination of smarter design, manufacturing prowess and trade policy that opened the Japanese market. But he said he was disappointed that the presidential candidates this year failed to address matters of concern to the tech industry that are crucial to U.S. competitiveness.

``It's very interesting how fast these things happen, and how everyone says things are inevitable, like the Japanese winning,'' he said. ``Then something comes along and changes everything. That's the beauty of our industry.''

As China, India and other countries join the global economy, Barrett said, the United States ``has to decide to compete.'' If it does, then it must continue to make investments in education, research and development and infrastructure.

He noted that in Japan, high-speed Internet connections cost only about $20 a month for speeds that are 20 to 50 times faster than U.S. broadband connections.

The government also needs to preserve employee to have stock options in privately owned startups, he said.

Barrett said Intel's annual investment in research and development in the past two decades has increased from $182 million to $4.8 billion. But the federal budget for the National Science Foundation's general science research, which is $3.8 billion, has been flat by comparison.

``Giving companies incentives to exist is called corporate welfare here,'' Barrett said. ``In other countries that have chosen to compete, it is called investing in the future.''

In a press briefing, Barrett, who plans to retire next year, was asked if he felt odd receiving the award in a year when Intel had a number of product delays and cancellations.

``I'm not sure the SIA board created this award to look at someone's product record in the last 12 months,'' Barrett replied. ``I prefer to think that they looked at the last 30 years, not just the last one.''

Here are 17 reasons not to slit your wrists:

1. It is against the law for George W. Bush to run for president again.

2. Bush's victory was the NARROWEST win for a sitting president since
Woodrow Wilson in 1916.

3. The only age group in which the majority voted for Kerry was young adults
(Kerry: 54%, Bush: 44%), proving once again that your parents are always
wrong and you should never listen to them.

4. In spite of Bush's win, the majority of Americans still think the
country is headed in the wrong direction (56%), think the war wasn't worth fighting (51%), and don't approve of the job George W. Bush is doing (52%). (Note to foreigners: Don't try to figure this one out. It's an American thing, like Pop Tarts.)

5. The Republicans will not have a filibuster-proof 60-seat majority in the
Senate. If the Democrats do their job, Bush won't be able to pack the
Supreme Court with right-wing ideologues. Did I say "if the Democrats do
their job?" Um, maybe better to scratch this one.

6. Michigan voted for Kerry! So did the entire Northeast, the birthplace of

Coast! Plus Hawaii. Ok, that's a start. We've got most of the fresh water,
all of Broadway, and Mt. St. Helens. We can dehydrate them or bury them in
lava. And no more show tunes!

7. Once again we are reminded that the buckeye is a nut, and not just any
old nut -- a poisonous nut. A great nation was felled by a poisonous nut.
May Ohio State pay dearly this Saturday when it faces Michigan.

8. 88% of Bush's support came from white voters. In 50 years, America will
no longer have a white majority. Hey, 50 years isn't such a long time! If
you're ten years old and reading this, your golden years will be truly
golden and you will be well cared for in your old age.

9. Gays, thanks to the ballot measures passed on Tuesday, cannot get married
in 11 new states. Thank God. Just think of all those wedding gifts we won't
have to buy now.

10. Five more African Americans were elected as members of Congress,
including the return of Cynthia McKinney of Georgia. It's always good to
have more blacks in there fighting for us and doing the job our candidates
can't.

11. The CEO of Coors was defeated for Senate in Colorado. Drink up!

12. Admit it: We like the Bush twins and we don't want them to go away.

13. At the state legislative level, Democrats picked up a net of at least 3
chambers in Tuesday's elections. Of the 98 partisan-controlled state
legislative chambers (house/assembly and senate), Democrats went into the
2004 elections in control of 44 chambers, Republicans controlled 53
chambers, and 1 chamber was tied. After Tuesday, Democrats now control 47
chambers, Republicans control 49 chambers, 1 chamber is tied and 1 chamber
(Montana House) is still undecided.

14. Bush is now a lame duck president. He will have no greater moment than
the one he's having this week. It's all downhill for him from here on out --
and, more significantly, he's just not going to want to do all the hard work
that will be expected of him. It'll be like everyone's last month in 12th
grade -- you've already made it, so it's party time! Perhaps he'll treat the
next four years like a permanent Friday, spending even more time at the
ranch or in Kennebunkport. And why shouldn't he? He's already proved his
point, avenged his father and kicked our ass.

15. Should Bush decide to show up to work and take this country down a very
dark road, it is also just as likely that either of the following two
scenarios will happen: a) Now that he doesn't ever need to pander to the
Christian conservatives again to get elected, someone may whisper in his ear
that he should spend these last four years building "a legacy" so that
history will render a kinder verdict on him and thus he will not push for
too aggressive a right-wing agenda; or b) He will become so cocky and
arrogant -- and thus, reckless -- that he will commit a blunder of such
major proportions that even his own party will have to remove him from
office.

16. There are nearly 300 million Americans -- 200 million of them of voting
age. We only lost by three and a half million! That's not a landslide -- it
means we're almost there. Imagine losing by 20 million. If you had 58 yards
to go before you reached the goal line and then you barreled down 55 of
those yards, would you stop on the three yard line, pick up the ball and go
home crying -- especially when you get to start the next down on the three
yard line? Of course not! Buck up! Have hope! More sports analogies are
coming!!!

17. Finally and most importantly, over 55 million Americans voted for the
candidate dubbed "The #1 Liberal in the Senate." That's more than the total
number of voters who voted for either Reagan, Bush I, Clinton or Gore.
Again, more people voted for Kerry than Reagan. If the media are looking for
a trend it should be this -- that so many Americans were, for the first time
since Kennedy, willing to vote for an out-and-out liberal. The country has
always been filled with evangelicals -- that is not news. What IS news is
that so many people have shifted toward a Massachusetts liberal. In fact,
that's BIG news. Which means, don't expect the mainstream media, the ones
who brought you the Iraq War, to ever report the real truth about November
2, 2004. In fact, it's better that they don't. We'll need the element of
surprise in 2008.

Hispanic Lesbian Makes History in Dallas Poll

DALLAS (Reuters) - Dallas County, the home to some of the biggest conservative supporters of President Bush (news - web sites), made history Tuesday night by electing an openly gay Hispanic woman as its sheriff.



Democrat Lupe Valdez, 57, pulled off one of the biggest surprises in the Texas races by defeating Republican Danny Chandler.

"Dallas is an international county," Valdez told reporters. That is what I want to represent."

She will be the first Democrat to serve as Dallas County sheriff in about 30 years. Valdez boasted that she has worked on law enforcement at a local, national and international level.

Valdez was an accomplished officer with U.S. Customs and other federal agencies who also served as a captain in the U.S. Army Reserves. She was endorsed by the main local daily the Dallas Morning News, which saw her as the best person to clean up a scandal-tainted sheriff's department.

Her predecessor, Sheriff Jim Bowles, a Republican, cast a shadow over the department when law enforcement officials said earlier this year he was being investigated on suspicion of receiving kickbacks for contracts from a vendor for the county jail.

Valdez's opponent Chandler was a veteran of the sheriff's department and political observers said the scandal may have tainted his campaign.

"We are tickled that Dallas County voters managed to shatter at least four different stereotypes in one fell swoop," the Dallas Morning News said in an editorial.

OTTAWA (Reuters) - Disgruntled Democrats seeking a safe Canadian haven after President Bush (news - web sites) won Tuesday's election should not pack their bags just yet.

Canadian officials made clear on Wednesday that any U.S. citizens so fed up with Bush that they want to make a fresh start up north would have to stand in line like any other would-be immigrants -- a wait that can take up to a year.

"You just can't come into Canada and say 'I'm going to stay here'. In other words, there has to be an application. There has to be a reason why the person is coming to Canada," said immigration ministry spokeswoman Maria Iadinardi.

There are anywhere from 600,000 to a million Americans living in Canada, a country that leans more to the left than the United States and has traditionally favored the Democrats over the Republicans.

But recent statistics show a gradual decline in U.S. citizens coming to work in Canada, which has a creaking publicly funded healthcare system and relatively high levels of personal taxation.

Government officials, real estate brokers and Democrat activists said that while some Americans might talk about a move to Canada rather than living with a new Bush administration, they did not expect a mass influx.

"It's one thing to say 'I'm leaving for Canada' and quite another to actually find a job here and wonder about where you're going to live and where the children are going to go to school," said one government official.

Roger King of the Toronto-based Democrats Abroad group said he had heard nothing to back up talk of a possible exodus of party members.

"I imagine most committed Democrats will want to stay in the United States and continue being politically active there," he told Reuters.

Americans seeking to immigrate can apply to become permanent citizens of Canada, a process that often takes a year. Becoming a full citizen takes a further three years.

The other main way to move north on a long-term basis is to find a job, which in all cases requires a work permit. This takes from four to six months to come through.

Official statistics show the number of U.S. workers entering Canada dropped to 15,789 in 2002 from 21,627 in 2000. Early indicators on Wednesday showed little sign of this changing.

A spokesman for Canada's foreign affairs ministry said there had been no increase in the number of hits on the Washington embassy's immigration Web site, while housing brokers said they doubted they would see a surge in U.S. business.

"Canada's always open and welcoming to Americans who want to relocate here, but we don't think it would be a trend or movement," said Gino Romanese of Royal Lepage Residential Real Estate Services in Toronto.

Those wishing to move to Canada could always take a risk and claim refugee status -- the path chosen earlier this year by two U.S. deserters who opposed the war in Iraq (news - web sites).

"Anybody who enters Canada who claims refugee status will be provided with a work permit ... it doesn't matter what country they're from," Iadinardi said.

Refugee cases are handled by special boards, which can take months to decide whether to admit applicants. The rulings can be appealed and opposition politicians complain some people ordered deported have been in Canada for 10 years or more.

You'll know what day to look for, the day after the election. RIGHT? When you find something Bush does that you didn't know he did that. Yes he did, but you wouldn't listen.

On Tax Policy – He passed successive tax cuts largely responsible for turning a surplus of 5-trillion dollars into a projected deficit of $4.3 TRILLION



On Education - He froze Teacher Quality Grants, cutting training to 30-thousand teachers and leaving 92-thousand fewer teachers trained than promised in his 2000 pledge to the nation.



On Foreign Policy – He ignored the Middle East Peace Process, which has deteriorated with no strategy.



On Health Care – He was dishonest to Americans regarding the cost of Medicare - saying it would cost $400 billion, although it’s real cost will be $500 billion over a 10-year period.



On Fiscal Discipline – He spent 6.5 BILLION dollars on nuclear weapons - 50% more than during the cold war - but cheated our troops out of body armor.



On Economics – He pledged a “Jobs and Growth” package that has fallen roughly one million jobs short of his promise.



On Iraq – He chose to include discredited intelligence concerning Nigerian Yellow Cake in his 2003 State of the Union, in order to sell the war to the American people.



On Afghanistan – He failed to provide security outside of Kabul, leaving nearly 80% of the population unprotected from warlords and militias.



On Intelligence- He allowed Dick Cheney and Donald Rumsfeld to create “The Office of Special Plans” in order to provide politically advantageous intelligence.



On Foreign Relations – He sided with trade-partner China against a democratic referendum by Taiwan.



On Nuclear Proliferation – He claimed John Kerry would let Europe determine America’s defenses, then allowed Europe to lead the anti-Iranian nuke efforts.



On Job Creation – He signed a report that endorsed outsourcing, with thousands of American workers having their jobs shipped overseas.



On the Economy – He issued inaccurate budget forecasts with proposals to reduce the deficit, leaving out the cost of the war in Iraq, Afghanistan reconstruction and the funding of Homeland Security.



On Education – He under-funded his own “No Child Left Behind” program by more than 25-billion dollars



On Taxation – He passed tax cuts for the top 1-percent of income earners in the country.



On Chemical Terrorism – Instead of finding the culprit behind the 2001 anthrax mailings, he encouraged his administration to find any possible link between Iraq and the attacks. He continued to do so even after scientists determined that the lethal germ was an American strain.



On Iraq – He ignored the advice of General Eric Shinseki regarding the need for more troops in Iraq.



On National Security – He denied documents to the 9/11 Commission and only relented after a threatened subpoena.



On Afghanistan – He relied too heavily on locally trained troops to fill the void once US forces were relocated to Iraq.



On Osama bin Laden – He refused to commit ground troops to the capture of bin Laden when he was cornered in Nov 2001.

On Conflicts of Interest - He appointed James Baker to seek forgiveness of Iraqi debt, despite Baker’s business ties to companies that are opposed to Iraqi debt forgiveness


On Health Care - He never established the 'Healthy Communities Innovation Fund' which would have provided grant money to health care programs, as he promised in his 2000 campaign



On Public Safety – Despite claiming to support it, he allowed the federal law banning the sale of semi-automatic assault weapons to lapse 10-years after the law was implemented and effectively reduced gun-related violent crimes.



On First Responders - He cut grants to the nation’s police and fire departments by nearly one-billion dollars in the fiscal year 2005 budget.



On Job Creation - He lost a net total of 833-thousand jobs since taking office in 2001, becoming the first president since Herbert Hoover not to create any new jobs.



On Afghanistan – He committed inadequate resources for the reconstruction of Afghanistan, providing a peacekeeping force of fewer than point-two people per 1,000 Afghans.





On Nuclear Proliferation - Bush undermined the Nuclear Nonproliferation Treaty Treaty to halt nuclear proliferation by keeping 2000 US warheads on alert.
