How true!




There are a lot of folks who can't understand how we came to have an
oil shortage here in America. Well, there's a very simple answer. Nobody
bothered to check the oil. We just didn't know we were getting low.
The reason for that is purely geographical.

All our oil is in Alaska, Texas, California, and Oklahoma.

All our dipsticks are in Washington DC

Last month I attended my annual training session that's required for maintaining my state prison security clearance. During the training session there was a presentation by three speakers representing the Roman Catholic, Protestant and Muslim faiths, who explained each of their belief systems.

I was particularly interested in what the Islamic Imam had to say. The Imam gave a great presentation of the basics of Islam, complete with a video. After the presentations, time was provided for questions and answers.


When it was my turn, I directed my question to the Imam and asked:

"Please, correct me if I'm wrong, but I understand that most Imams and clerics of Islam have declared a holy jihad [Holy war] against the infidels of the world. And, that by killing an infidel, which is a command to all Muslims, they are assured of a place in heaven. If that's the case, can you give me the definition of an infidel?"

There was no disagreement with my statements and, without hesitation, he replied, "Non-believers!"

I responded, "So, let me make sure I have this straight. All followers of Allah have been commanded to kill everyone who is not of your faith so they can go to Heaven. Is that correct?"

The _expression on his face changed from one of authority and command to that of a little boy who had just gotten caught with his hand in the cookie jar. He sheepishly replied, "Yes."

I then stated, "Well, sir, I have a real problem trying to imagine Pope John Paul commanding all Catholics to kill those of your faith or Dr.

Stanley ordering Protestants to do the same in order to go to Heaven!"


The Imam was speechless.

I continued, "I also have problem with being your friend when you and your brother clerics are telling your followers to kill me. Let me ask you a question. Would you rather have your Allah who tells you to kill me in order to go to Heaven or my Jesus who tells me to love you because I am going to Heaven and He wants you to be with me?"


You could have heard a pin drop as the Imam hung his head in shame.


Senders words: Needless to say, the organizers and/or promoters of the 'Diversification' training seminar were not happy with Rick's way of dealing with the Islamic Imam and exposing the truth about the Muslim's beliefs. I think everyone in the US should be required to read this, but with the liberal justice system, liberal media, and the ACLU, there is no way this will be widely publicized.

Taxpayers May Face Tab for Truck Emissions Clean-Up


The Bush Adminstration has made much of the fact that, after some wary examination, it finally supported new Clinton Administration EPA rules that require the trucking industry to switch to cleaner engines that will reduce diesel emissions by 2007.


But it's now turning out that it may be the taxpayers, rather than the trucking companies, who foot the bill for much of the cleanup.


Rep. Mac Collins (R-GA), long a champion of tax breaks to help trucking companies defray the costs of anti-pollution regulations, joined 18 GOP House members a few months ago in asking the General Accounting Office (GAO) to examine the new regulations.


Collins is also former owner of Collins Trucking Company, now run by his family, which still pays him $21,600 annually as an adviser. He is running for the Senate this year.


The GAO report on the diesel regulations, released March 11, "openly endorses recommendations truckers have been making for years and explicitly parrots the industry's arguments behind these recommendations," said Frank O'Donnell, executive director of the Clean Air Trust.[1]


Soon after the report was released, Jeffrey Holmstead, assistant EPA administrator for air and radiation, accompanied EPA Administrator Mike Leavitt to Fort Lauderdale, Fla., to discuss the report's findings at a trucking industry meeting titled "Diesel Engine Emissions Summit II."


"I am prepared to say, 'Let's work together,'" Leavitt announced to a round of applause from the audience of more than 900 industry representatives. He assured the crowd that he was amenable to the idea of tax breaks to help trucking companies comply with the rules, saying it's the government's job to incentivize businesses "to do the right thing."


The EPA, though, does not typically ask taxpayers to shoulder the corporate costs of meeting new pollution standards. The health benefits of these regulations are supposed to justify their costs. If the financial burden is heavy for industry, the costs are passed along to consumers.


Environmentalists say the trucking industry's fears are grossly exaggerated. They also argue that taxpayers shouldn't be forced to underwrite the costs, no matter what they are; that would set a precedent for every other polluting industry to make the same demands.


Moreover, according to EPA research, an estimated 8,300 deaths from respiratory disease per year will be prevented by the cleaner diesel engines. In addition, the regulations will result in 17,600 fewer cases of acute bronchitis and 360,000 fewer asthma attacks in kids.


Still, Leavitt and Holmstead seem to see merit in abandoning the "polluter pays" principle. So concerned are they, in fact, that they've invited Mac Collins to help write legislation that will line his own financial coffers. At the industry meeting last month, Holmstead vowed to work with the Georgia politician to develop financial incentives to soften any blow to the trucking industry from the diesel regulations.

ASHCROFT'S RECORD OF LYING TO CONGRESS ABOUT 9/11



With Attorney General John Ashcroft testifying
before the 9/11 Commission
today, a quick analysis of his previous statements
shows he has repeatedly
lied to Congress about the Bush Administration's
counterterrorism record.
Specifically, when questioned by Congress in 2002
about why he tried to
de-prioritize and slash funding for
counterterrorism before 9/11, Ashcroft
resorted to dishonest denials -- even in the face
of budget documents that
proved he was not telling the truth.

For instance, in testimony before the House of
Representatives, Ashcroft
said that before 9/11, his "number-one goal" at the
Justice Department "was
the prevention of terrorist acts" and that he
immediately "began to shape
the department and its efforts in that respect"
(1). But according to the
Washington Post, internal Administration documents
from before 9/11 "show
that Ashcroft ranked counterterrorism efforts as a
lower priority than his
predecessor did" (2). The documents "indicate that
before Sept. 11, Ashcroft
did not give terrorism top billing in his strategic
plans for the Justice
Department, which includes the FBI. A draft of
Ashcroft's 'Strategic Plan'
from Aug. 9, 2001, does not put fighting terrorism
as one of the
department's seven goals, ranking it as a sub-goal
beneath gun violence and
drugs."

Ashcroft tried to blame his negligence of
counterterrorism on the previous
Administration, telling Congress that "the
five-year plan that had been put
in place by my predecessor didn't mention
counterterrorism" (3). But
according to the New York Times, "the plan issued
by Attorney General Janet
Reno in 2000 said the Justice Department would have
to devote more attention
and resources to terrorism, citing sophisticated
computer and bomb-making
technology and the 'emerging threats of chemical,
biological, radiological
and nuclear weapons'" (4).

Ashcroft has even been dishonest about events after
9/11, telling Congress
that when the Administration was writing the
emergency counterterrorism
funding bill after the attacks, the FBI "came to me
with a $670 million
request, and we counseled them to take that to $1.1
billion" (5). But
according to the Washington Post, "In the early
days after the Sept. 11,
2001, attacks, the Bush White House cut by nearly
two-thirds an emergency
request for counterterrorism funds by the FBI...
The document, dated Oct.
12, 2001, shows that the FBI requested $1.5 billion
in additional funds to
enhance its counterterrorism efforts with the
creation of 2,024 positions.
But the White House Office of Management and Budget
cut that request to $531
million" (6). Ashcroft "cut the FBI's request for
items such as computer
networking and foreign language intercepts by half,
cut a cyber-security
request by three quarters and eliminated entirely a
request for
'collaborative capabilities.'"

POLLS: AMERICANS NOT BUYING BUSH TAX CUT RHETORIC


President Bush is scheduled to tout his tax cuts
today at a Tax Day event in
Iowa. He is expected to repeat his oft-heard
mantra that tax cuts have
helped all Americans. But according to a new poll
by Money Magazine, "60% of
Americans said the Bush tax cut did not personally
help them" (1).
Meanwhile, almost half of all Americans say that
their taxes have risen
under Bush (2). And a look at the record shows
exactly why that majority
opinion is factually correct.

According to a non-partisan analysis, in the year
2006 88% of Americans will
receive less than $100 from the president's 2003
tax cut (3). Additionally,
the president has refused to extend the full child
tax credit to 16 million
children (4), including 250,000 children of
military families (5). At the
same time, the president's 2004 budget proposed an
increase of almost $6
billion in new federal taxes and fees (6) while
creating record-deficits
that have forced states to raise taxes by $14.5
billion since 2001 (7). And
to top it off, he has reduced IRS audits of large
profitable corporations
whose tax rates have plummeted (8), while
increasing IRS audits of ordinary
Americans (9).

Of course, there is a handful of people who are
reaping a personal windfall
from Bush's tax policy: President Bush, Vice
President Cheney, and their top
campaign donors. The president himself pocketed
more than $30,000 in new tax
breaks this year while the Vice President took in
an extra $11,000 (10). And
a new Public Campaign report shows that top
Bush-Cheney contributors are
raking in even more (11). For instance, Charles
Cawley, CEO of credit card
giant MBNA, raised more than $200,000 for the
Bush-Cheney campaign and was
rewarded with at least $276,000 in tax breaks.
Similarly, William MaGuire,
CEO of UnitedHealth Group, raised more than
$100,000 for the Bush-Cheney
campaign and will get at least $329,000 in new tax
breaks from President
Bush.

Possible Future First Lady


As time goes on, we're just getting to know the possible future First Lady of the United States of America, and it is quite interesting!!

You'll be hearing even more about Teresa Heinz Kerry, (We call her "Mrs. Catsup) wife of Democratic frontrunner. She has quite a track record, especially when it comes to the causes she donates to. Turns out one of her favorite "charities" is the Tides Foundation. What is that you ask? This is an outfit that sends hundreds of millions of
dollars to groups that protested the invasion of Iraq, demands open U.S. borders and provides legal defense for suspected terrorists. I don't think John Kerry's Vietnam service is going to make people look the other way on these issues.

Among other groups supported by Kerry's wife: Ramsey Clark's International Action Center. This is the same Ramsey Clark that offered to defend Saddam Hussein. Another group seeks to ease restrictions on immigration from terrorist nations. Another group has links to the terrorist group Hamas. And on and on.

I didn't think it was possible to make Hillary Clinton look good, but Teresa Heinz Kerry just might.

Bush Undermines Northwest Protections Against Old Growth Logging



Today marks the 10th anniversary of the landmark forest management plan which halted rampant logging in the Pacific Northwest. But now, thanks to recent actions by the Bush Administration, the region's old-growth forests are again in jeopardy. There is danger of a return to the bad old days of timber wars, which had bitterly divided forest advocates and logging interests.


Late last month the Bush Administration endangered the past decade's fragile truce by making two major changes to Northwest Forest Management Plan. These changes, which weaken protection for watersheds, salmon, and rare animals and plants, will allow timber companies to increase logging on 24 million acres of public land in Oregon, Washington, and Northern California.[1]


In a letter to President Bush, six members of Congress from the region described the changes as "a tragic misstep" which "weaken...the basic environmental safeguards for forests, fish, and clean water." They warned that it would be "a step backward in time for the people of Oregon and Washington and may reopen decade-old wounds that have been slow to heal."[2]


Jasmine Minbashian, who heads the Northwest Old Growth Campaign, shares this fear. "The Bush Administration is trying to take us back to the days of conflict," she said, describing the changes as "irresponsible and reckless."


In response to a timber industry lawsuit, the Bush Administration dropped a requirement that forest managers survey a proposed cutting area for rare plants and animals -- a rule which offered protection for nearly 300 imperiled plants and animals not yet listed under the federal Endangered Species Act. Logging companies had complained that these precautions were too time consuming and expensive.


The administration also weakened the Aquatic Conservation Strategy, which promotes recovery of the region's salmon. More than five dozen timber sales have been judged illegal because they failed to comply with provisions to protect salmon habitat. The Bush Administration change will likely allow for quick approval of damaging timber projects, which include logging and road construction on steep slopes and next to salmon streams.[3]


"The Northwest Forest Plan is one of the most comprehensive efforts ever undertaken to manage an entire ecosystem and sustain all of its parts -- forests, imperiled species, water resources, and communities," Mike Leahy, natural resources counsel for Defenders of Wildlife, told BushGreenwatch. It "was a fragile compromise addressing the needs of all stakeholders. But the Bush Administration is now turning its back on that historic effort."


Ironically, the Bush Administration's latest gift to the timber industry may also be superfluous. "Ten years later, hardly any mills depend on old-growth timber, there is a glut of timber on the market, and support for ancient forest protection is stronger than ever," said Mitch Friedman of the Northwest Ecosystem Alliance. "How the Bush Administration can justify continued logging of old-growth forests is mystifying."

'A House Divided Cannot Stand' Remarks as Delivered on the Senate Floor

After watching the harsh acrimony generated by the September 11 Commission - which, let me say at the outset, is made up of good and able members - I've come to seriously question this panel's usefulness.

I believe it will ultimately play a role in doing great harm to this country, for its unintended consequences, I fear, will be to energize our enemies and demoralize our troops.
After being drowned in a tidal wave of all who didn't do enough before 9/11, I have come to believe that the Commission should issue a report that says: "No one did enough in the past; no one did near enough." Then thank everyone for serving, send them home and let's get on with the job of protecting this country in the future.

Tragically, these hearings have proved to be a very divisive diversion for this country. Tragically, they have devoured valuable time, looking backwards when we should be looking forward.

Can you imagine handling the attack on Pearl Harbor this way? Can you imagine Congress, the media and the public standing for this kind of political gamesmanship and finger pointing after that "day of infamy" in 1941?

Some partisans tried that ploy, but they were soon quieted by the patriots who understood how important it was to get on with the war and take the battle to America's enemies, and not dwell on what FDR knew when.

You see, back then the highest priority was to win a war, not win an election. That's what made them "The Greatest Generation."

I realize that many well-meaning Americans see the hearings as "democracy in action." Years ago, when I was teaching political science, I probably would have had my class watching it live on television, and using that very phrase with them.

There are also the not-so-well-meaning political operatives who see these hearings as an opportunity to "score cheap points."

Then, there are the Media Meddlers, who see this as "great theater" that can be played out on the evening news and on endless talk shows for a week or more.

Congressional hearings have long been one of Washington's most entertaining pastimes. Joe McCarthy, Watergate, Iran Contra. They all kept us glued to the TV, and made for conversation around the water coolers and arguments over a beer at the corner pub.

A Congressional hearing in Washington, D. C. is the ultimate aphrodisiac for political groupies and partisan punks.

But, it's not the groupies, punks and television-sotted American public that I'm worried about. This latter crowd can get excited and divided over just about anything. Whether it's some off-key winnable dreaming of being the American Idol, or what brainless bimbo "The Bachelor, or Average Joe" will choose, or who will Donald Trump fire next week.

No, it is the real enemies of America that I'm concerned about. These evil killers who right now, right now, are gleefully watching the shrill partisan finger pointing of these hearings and grinning like a mule eating briars.

They see this as a major split within the Great Satan America.
They see anger, they see division, instability, bickering, peevishness and dissension.
They see the President of the United States hammered unmercifully.
They see all this and they are greatly, greatly encouraged.

We should not be doing anything to encourage our enemies in this battle between good and evil. Yet, these hearings, in my opinion, are doing just that.

We are playing with fire. We're playing directly into the hands of our enemy by allowing these hearings to become the great divider they have become.

Dick Clare's book and its release, coinciding with these hearings, have done this country a tremendous disservice, and someday we will reap its whirlwind.

Long ago, Sir Walter Scott observed that revenge is, "The sweetest morsel that ever was cooked in hell."

The vindictive Clare's has now had his revenge, but what kind of hell has he, his CBS publisher, and his acetifying advocates unleashed?

These hearings, coming on the heels of the election the terrorists influenced in Spain, bolster and energize our evil enemies as they have not been energized since 9/11.

Chances are very good that these evil enemies of America will attempt to influence our 2004 election in a similar dramatic way as they did Spain's. And to think that could never be in this country is to stick your head in the sand.

That is why the sooner we stop this endless bickering over the past and join together to prepare for the future, the better off this country will be. There are some things - whether this city believes it or not - that are just more important than political campaigns.

The recent past is so ripe for political secondaries "Goth" and Monday morning quarterback, and it is so tempting in an election year. We should not allow ourselves to indulge that temptation. We should put our country first.

Every administration from Jimmy Carter to George W. Bush bears some of the blame. Dick Clare bears a big heap of it because it was he who was in the catbird's seat to do something about it for more than a decade. Tragically, it was the decade in which we did the least.

We did nothing after terrorists attacked the World Trade Center in 1993, killing six and injuring more than 1,000 Americans.

We did nothing in 1996, when sixteen U. S. servicemen were killed in the bombing of the Khobar Towers.
When our embassies were attacked in 1998, killing 263 people, our only response was to fire a few missiles on an empty tent.

Is it any wonder? Is it any wonder that after that decade of weak-willed responses to that murderous terror, our enemies thought we would never fight back?

In the 1990's is when Dick Clare should have resigned. In the 1990's is when he should have apologized. That is when he should have written his book. That is, if he really had America's best interest at heart.

Some will say, "We owe it to the families," to get more information about what happened in the past, and I can understand that. But no amount of finger-pointing will bring our victims back.

So, now we owe it to future families and all of America now in jeopardy not to encourage more terrorists, resulting in even more grieving families, perhaps many more over the ones of 9/11.

It's obvious to me that this country is rapidly dividing itself into two camps: the wimps and the warriors.

The ones who want to argue and assess and appease, and the ones who want to carry this fight to our enemies and kill them before they kill us. And, in case you haven't figured it out, I proudly belong to the latter.

This is a time like no other in the history of this country, and this country is being crippled with petty partisan politics of the worst possible kind. In time of war, it is not just unpatriotic; it is stupid, and it is criminal.

So, I pray that all this time, all this energy, all this talk and all this attention could be focused on the future instead of the past.

I pray we would stop pointing fingers, assigning blame and wringing our hands about what happened on that day David McCullogh has called "the worst day in our history" more than two years ago

And instead, pour all of our energy into how we can kill these terrorists before they kill us - again.

For make no mistake about it. They watch these hearings. They are scheming and smiling about the distraction and the divisiveness they see in America. And while they may not know who said it years ago in America, they know instinctively that a house divided cannot stand.

There is one other group that we should remember is listening to all of this - our troops. I was in Iraq in January, and one day when I was meeting with the 1st Armored Division, a unit with a proud history known as Old Ironsides, we were discussing troop morale, and the Commanding General said it was top notch.

And I turned to the Division's Sergeant Major, the top enlisted man in the division, a big, burly, 6-foot-3, 240 pound African American and I said, "That's good, but how do you sustain that kind of morale?"

Without hesitation, he narrowed his eyes, and he looked at me and said, "The morale will stay high just as long as these troops know the people back home support us."

Just as long as the people back home support us. What kind of message are these hearings and the outrageously political speeches on the floor of the Senate yesterday sending to those marvelous young Americans in the uniform of our country?

I say Unite America! Before it is too late! Put aside these petty partisan differences when ! it comes to the protection of our people.

Argue and argue and argue and debate and debate and debate over all the other things - jobs and education and the deficit and the environment - but please, please do not use the lives of Americans and the security of this country as a cheap-shot political talking point.

So this week, we're holding a fundraiser that will highlight the contrast between Bush's big-money supporters and the hundreds of thousands of small donors on our side. Federal Agency Failing to Protect Public's Land




The federal government's biggest landholder isn't the National Park Service or the Forest Service, but a little-known agency in the Interior Department called the Bureau of Land Management (BLM). The agency manages a staggering 265 million acres, mostly in the West.


A new report from a New Mexico-based environmental group has found that BLM is seriously failing to protect ecologically important areas within its domain. And under President Bush, the report finds, the problem has gotten worse.[1]


Compiled by Forest Guardians, the report examines BLM lands in the Four Corners states of Arizona, New Mexico, Colorado, and Utah. BLM has a long history of opening its holdings to oil and gas drilling, mining, logging, and cattle grazing -- often with disastrous results for the environment.


Overall, the Forest Guardians report finds rampant illegal and unregulated ORV use; livestock grazing on 85 percent of the ACEC acreage; polluted streams; and scores of both active and abandoned oil and gas wells.


In many areas, however, BLM has created Areas of Critical Environmental Concern (ACECs) for management of ecologically or historically significant resources, including riparian corridors, spectacular scenic landscapes, and habitat for threatened and endangered species.


But even on the ACECs, the report finds, BLM is doing a poor job. One example is Utah's Warner Ridge/Fort Smith ACEC, designated to protect two endangered plant species and habitat for the sensitive spotted bat. According to the report, "Illegal ORV [off-road vehicle] use has gone on so long that BLM has in effect condoned it."


Another example is the 10,000-acre Mescalero Sands ACEC in New Mexico, which is habitat for the vanishing lesser prairie chicken, a candidate for federal endangered species listing. The Mescalero Sands ACEC is a popular area for ORVs, and has 10 active oil and gas wells. An overwhelming 80 percent of the ACEC is allotted for livestock grazing.


"BLM is the manager of some of the most outstanding, unique, and sensitive places on the federal estate," said Johanna Wald, an attorney with Natural Resources Defense Council. "This report shows that they've ignored a key tool they've been given for protecting those areas."

BUSH DENIES INFO CLEARLY CONTAINED IN PDB

With the release of the August 6, 2001 Presidential
Daily Briefing (PDB), it
is now clear that President Bush was personally
given information before
9/11 that "spelled out the who, hinted at the what
and pointed toward the
where of the terrorist attacks on New York and
Washington that followed 36
days later" (1). Yet, even as the public had the
PDB in hand, President Bush
went before the cameras and was deliberately
dishonest about what he knew
prior to the attacks.

The president said the PDB "was no indication of a
terrorist threat" and
"said nothing about an attack on America" (2). But
the PDB specifically said
there were "patterns of suspicious activity in this
country consistent with
preparations for hijackings or other types of
attacks" with the FBI
"conducting approximately 70 full field
investigations" -- including one
into allegations that "a group of Bin Ladin [sic]
supporters was in the U.S.
planning attacks with explosives" (3).

The president said there was no information about a
"time and a place [of]
an attack" (4). However, the PDB specifically said
that terrorists had
engaged in "recent surveillance of federal
buildings in New York" and that
"Bin Ladin [sic] told followers he wanted to
retaliate in Washington" (5).

CRAWFORD (AP) - President Bush was told more than a month before the Sept. 11 attacks that al-Qaida had reached America's shores, had a support system in place for its operatives and that the FBI had detected suspicious activity that might involve a hijacking plot.

Since 1998, the FBI had observed "patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks," according to a memo prepared for Bush and declassified Saturday.

White House aides and outside experts said they could not recall a sitting president publicly releasing the highly sensitive document, known as a PDB, for presidential daily briefing.

The Aug. 6, 2001 PDB referred to evidence of buildings in New York possibly being cased by terrorists.

The document also said the CIA and FBI were investigating a call to the U.S. embassy in the United Arab Emirates in May 2001 "saying that a group of (Osama) bin Laden supporters was in the U.S. planning attacks with explosives."

The commission investigating the Sept. 11 attacks asked the White House to declassify the document at its meeting Thursday. It is significant because Bush read it, so it offers a window on what Bush and his top aides knew about the threat of a terrorist strike.

The PDB made plain that bin Laden had been scheming to strike the United States for at least six years. It warned of indications from a broad array of sources, spanning several years.

Democratic commissioner Bob Kerrey, a former senator from Nebraska, said the memo's details should have given Bush enough warning to push for more intelligence information about possible domestic hijackings.

"The whole argument the government used that we were focusing overseas, that we thought the attack was coming from outside the United States - this memo said an attack could come in the United States. And we didn't scramble our agencies to that," he said.

Richard Ben-Veniste, a Democratic commissioner and former Watergate prosecutor, said the memo calls into question national security adviser Condoleezza Rice's assertion last week that the memo was purely a "historical" document.

"This is a provocative piece of information and warrants further exploration as to what was done following the receipt of this information to enhance our domestic security," he said.

Senior administration officials said Bush saw more than 40 mentions of al-Qaida in his daily intelligence updates during the first eight months of his presidency. The CIA prepared the document "in response to questions asked by the president about the possibility of attacks by al-Qaida inside the U.S," one said.

But the senior officials refused to say what Bush's response to the memo was.

Republican commissioner James R. Thompson, a former Illinois governor, said the memo "didn't call for anything to be done by him."

The memo's details confirm that the Bush administration had no specific information regarding an imminent attack involving airplanes as missiles, Thompson said.

"The PDB backs up what Dr. Rice testified to. There is no smoking gun, not even a cold gun," he said.

"Clandestine, foreign government, and media reports indicate bin Laden since 1997 has wanted to conduct terrorist attacks in the U.S.," the memo to Bush stated. Bin Laden implied in U.S. television interviews in 1997 and 1998 that his followers would follow the example of World Trade Center bomber Ramzi Yousef and "bring the fighting to America."

After President Clinton launched missile strikes on bin Laden's base in Afghanistan in 1998, "bin Laden told followers he wanted to retaliate in Washington," the memo said.

The memo cited intelligence from other countries, but the White House blacked out the names of the nations.

Efforts to launch an attack from Canada around the time of millennium celebrations in 2000 "may have been part of bin Laden's first serious attempt to implement a terrorist strike in the U.S.," the document stated.

Convicted plotter Ahmed Ressam, who was caught trying to cross the Canadian border with explosives about 60 miles north of Seattle in late 1999, told the FBI that he alone conceived an attack on Los Angeles International Airport, but that bin Laden lieutenant Abu Zubaydah "encouraged him and helped facilitate the operation," the document said. Ressam is still awaiting sentencing after agreeing to testify in other terrorism cases.

Zubaydah was a senior al-Qaida planner who has since been captured.

Al-Qaida members, some of them American citizens, had lived in or traveled to the United States for years, the memo said.

"The group apparently maintains a support structure that could aid attacks," it warned.

The document said that "some of the more sensational threat reporting" - such as an intelligence tip in 1998 that bin Laden wanted to hijack aircraft to win the release of fellow extremists - could not be corroborated.

Bin Ladin Determined to Strike in US

Clandestine, foreign government, and media reports indicate Bin Ladin since 1997 has wanted to conduct terrorist attacks in the U.S. Bin Ladin implied in US television interviews in 1997 and 1998 that his followers would follow the example of World Trade Center bomber Ramzi Yousef and "bring the fighting to America."

After US missile strikes on his base in Afghanistan in 1998, Bin Ladin told followers he wanted to retaliate in Washington, according to xxxxxxxxxxx service.

An Egyptian Islamic Jihad (EIJ) operative told an xxxxxxxxxx service at the same time that Bin Ladin was planning to exploit the operative's access to the US to mount a terrorist strike.

The millennium plotting in Canada in 1999 may have been part of Bin Ladin's first serious attempt to implement a terrorist strike in the US. Convicted plotter Ahmed Ressam has told the FBI that he conceived the idea to attack Los Angeles International Airport himself, but that Bin Ladin lieutenant Abu Zubaydah encouraged him and helped facilitate the operation. Ressam also said that in 1998 Abu Zubaydah was planning his own US attack.

Ressam says Bin Ladin was aware of the Los Angeles operation.

Although Bin Ladin has not succeeded, his attacks against the US Embassies in Kenya and Tanzania in 1998 demonstrate that he prepares operations years in advance and is not deterred by setbacks. Bin Ladin associates surveilled our Embassies in Nairobi and Dar es Salaam as early as 1993, and some members of the Nairobi cell planning the bombings were arrested and deported in 1997.

Al-Qa'ida members - including some who are US citizens - have resided in or traveled to the US for years, and the group apparently maintains a support structure that could aid attacks. Two al-Qa'ida members found guilty in the conspiracy to bomb our Embassies in East Africa were US citizens, and a senior EIJ member lived in California in the mid-1990s.

A clandestine source said in 1998 that a Bin Ladin cell in New York was recruiting Muslim-American youth for attacks.

We have not been able to corroborate some of the more sensational threat reporting, such as that from a xxxxxxxxxx service in 1998 saying that Bin Ladin wanted to hijack a US aircraft to gain the release of "Blind Shaykh" 'Umar 'Abd al-Rahman and other US-held extremists.

Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.

The FBI is conducting approximately 70 full field investigations throughout the US that it considers Bin Ladin-related. CIA and the FBI are investigating a call to our Embassy in UAE in May saying that a group of Bin Ladin supporters was in the US planning attacks with explosives.
